Regents approve preliminary budget, other business for Northern Iowa.

Preliminary general operating budget of $65,789,165 for the 1988-1989 fiscal year was approved. Also approved a 6.8 percent overall increase in student activity fees. The Board also approved a handicapped parking violation fee increase.
