Economic upswing has not translated into solid economic development efforts for Iowa's rural communities according to University of Northern Iowa stud

According to Craig Mitchell, the study revealed that the biggest obstacles to a rural community's successful economic development efforts are apathy and lack of support from the community's citizens, businesses and local government.
