Why are most black males failing by the third grade?

Gloria Kirkland-Holmes, is working with 26 black males at Roosevelt Elementary School in Waterloo. She says the program, called Models and Teachers Can Help provides students with a role model, special tutoring, and activities to build self-confidence.
